On behalf of the national renewable energy association of Europe, we kindly ask you to support
compromise amendment 1a (Proposal for a directive, Article 1) which requests “… This Union
target is to be collectively achieved by member States through binding national targets…”
The Commission’s REFIT evaluation, of Directive 2009/28/EC of the European Parliament and of
the Council, of 30 November 2016, observed that national binding targets have been the most
important driver for renewable energy policies and investments in many Member States.
National binding targets which are clear from the outset the new directive will help industry and
Member States to structure the energy transition which is accelerating at global and local level
due to rapidly decreasing costs for technology and systems. This fast societal change and
modernisation needs enabling and accompanying national policies even beyond the direct
energy related regulations. Sustainable energy system change will affect all sectors of society.
Without binding national targets you would limit the capability of Member States to move
ahead in a coordinated, structured and determined way.
